Primary Duties and Responsibilities: The primary function of the Chief of Police is to provide a safe learning, teaching and working environment with the philosophy and ideals of Campus Community Oriented Policing.
Develop and direct the implementation of goals, objectives, policies, procedures and work standards for the department; prepare and administer the department's budget.
Pursue grant opportunities where appropriate.
Responsible for the enforcement of the laws of the State of Illinois, the United States of America and all applicable College regulations including the Student Code of Conduct.
Supervise all phases of operations in the Police Department including crime control, traffic control, safety, issuance of College IDs, issuance of all keys, parking hang tags and access control system.
This includes the security management for staff, students, visitors, property and events on and off campus.
Plan, organize, administer, review and evaluate the work of sworn and non-sworn staff through subordinate levels of supervision.
Effectively manage and address labor relations issues, including to provide for the selection, training, professional development and work evaluation of department staff; authorize discipline as required; provide policy guidance and interpretation to staff; ensure that laws, ordinances and policies are consistently enforced.
Work closely with the Dean of Student Affairs in dealing with student related issues and inform the Dean of situations involving students.
Oversee all College police functions including community-oriented policing, patrol, crime prevention, investigation, traffic enforcement, school services, dispatch and records.
Prepare, recommend and implement strategic plans to meet the College's current and long-range needs.
Develop operational policy and procedures standards for the department.
Comply with federal and state reporting mandates including submission and public availability of campus crime information and sexual offender awareness requirements, as part of the Right-to-Know Legislation.
Prioritize and allocate available resources; review and evaluate program and service delivery, make recommendations for improvement and ensure maximum effective service provision.
Coordinate a pro-active crime prevention and criminal investigation program for the campus by developing, reviewing and implementing policies and procedures to meet legal requirements and College needs.
Ensure standards for good public relations between the Police Department and the College of DuPage community are maintained.
In conjunction with Risk Management develop and maintain an inspection program to identify and correct unsafe conditions for the welfare of students, employees and visitors.
Submit appropriate Crime and Service Function reports as required by State Law and College procedures.
Maintain and direct the maintenance of working and official departmental files.
Monitor changes in laws, court decisions, regulations and technology that may affect departmental operations; implement policy, procedural and operational changes as required.
Work closely and cooperatively with local, county and state law enforcement agencies and officials in promoting law enforcement.
Establish and maintain memorandums of understanding with local police departments.
Additionally develop policy and procedures to implement Mutual Aid agreements so the College has adequate services to respond to emergencies.
In conjunction with Risk Management, develop fire, tornado and other emergency procedures along with management of department emergency responses.
Provide for Police Department operations 24 hours a day, 7 days a week.

Qualifications:
Education
BS degree required.
Masters degree, graduate of police upper management course and college level teaching credentials preferred.
Experience
Ten (10) years of law enforcement experience with a minimum of five (5) years in a supervisory position required.
Proven track record in effectively managing in a union environment required.
Experience in institution of higher education preferred.

Some work during the night hours.
Available on call 24 hours daily and 7 days per week.
