Title: Chief of Police

POSITION SUMMARY
Administers law enforcement program activities by formulating policies and providing sound leadership and management for campus police, security and safety within an institution of higher education. The position supervises sworn, unsworn and civilian staff, providing 24-hour administrative coverage of all incidents and activities that occur on all campuses associated with the College.

ESSENTIAL JOB FUNCTIONS/ JOB DUTIES AND RESPONSIBILITIES
Implements and supervises the establishment of office procedures, including the preparation and maintenance of correspondence, records and reports necessary to provide an efficient and effective operation. Provides protection, safety and security for all campuses, as well as faculty, staff and students. Develops programs to provide reasonable safety and security for students, faculty, staff and the general public on college property. Implements programs to promote building and property security. Determines the need for and oversees the requisition of equipment, vehicles, ammunition, firearms, office supplies and other relevant items. Prepares and submits annual budget requests.

Establishes a work schedule for a continuous 24-hour, 7-day weekly operation. Provides 24-hour administrative on-call of all serious incidents and activities that occur within the College. Plans, coordinates and supervises the daily activities and operations for police and security services. Ensure activities are carried out in a positive and professional manner. Directs and manages the hiring process for the department. Supervises and evaluates department staff. Assesses the need for staff development and training. Identifies training opportunities and schedules training as appropriate.

Investigates accidents, thefts break-in incidents and other crimes. Reports incidents to appropriate College authorities as necessary. Ensures that all incidents and arrest activities are properly documented. Collects crime statistics and disseminates to officers and appropriate authorities, in and outside the college. Assists in the development and implementation of emergency procedures for disasters and violent encounters. Assists in conducting campus wide emergency drills on a consistent basis. Enforces parking rules and other college regulations. Issues tickets for violations. Provides staffing for vehicles and crowd control at special events upon request. Assists in emergency care and transportation of injured or ill students or employees as needed. Enhances professional knowledge and skills by attending training sessions, seminars and workshops and reviewing published literature. Provides escorts and/or makes bank deposits or special mail deliveries as needed.

REQUIRED QUALIFICATIONS
Bachelor's Degree in Criminal Justice or related field.

Eight years' progressively responsible law enforcement experience.

Five years' management/supervisory experience.

Certification by the Tennessee Peace Officer Standards and Training Council (P.O.S.T.).

Possess a valid Tennessee driver's license. Out of state applicants must obtain a Tennessee driver's license within thirty (30) days of hire.

Completion of FEMA National Incident Management System (NIMS) Introductory Courses IS-700 and IS-800 within twelve (12) months of hire.

Pass a thorough background investigation, including a favorable criminal background report and motor vehicle record.

Pass a medical examination/drug screening.

Pass a psychological evaluation.

PREFERRED QUALIFICATIONS
Master's degree.

Working knowledge of Title IX as it relates to law enforcement, the Clery Act and other federal and state campus safety rules and regulations.

Experience working in a campus safety and security environment, as well as knowledge of situations that are unique to college students, events and functions.

Experience in emergency management and safety preparedness in a higher education environment.

KNOWLEDGE, SKILLS AND ABILITIES
Ability to work collaboratively with a diverse population of faculty, staff and students. Strong organizational and leadership skills, including the ability to lead peers. Clear, accurate and concise communication skills with high attention to detail, both verbally and in writing. Proficient in Microsoft Office applications. A better-than-average understanding and appreciation for computer systems and technology. Knowledge of state and federal laws. Ability to know and learn College and Tennessee Board of Regents policy and procedures. Experience in budget operations and management; training/teaching techniques for law enforcement personnel. Skilled in public relations. Proficiency in firearms and non-lethal weapon operation.

WORK HOURS
Hours and shifts may vary. Must have the ability and willingness to work any shift assigned. Shift assignments may include nights, weekends, holidays and various hours or campus locations that best meet the needs of the department. May also be required to report to work/remain at work even if classes are cancelled, the campus is closed and/or the campus is working on limited operations in an emergency.

Rate of Pay: $60,555 - $75,694, depending on experience
